Associated Press report: “About one-third of the people living in the nation’s capital are functionally illiterate, compared with about one-fifth nationally, according to a report on the District of Columbia.”

I think that estimate is low. After all, Democrats gained a slight majority in Congress during the last election, so the “one-third” should probably be raised to “one-half”.
