The Chinese dealt with massive drug addiction during the era of the "Opium Wars" and we should learn from that bit of history. Legalization of addictive drugs can destroy a society. A more sensible approach would be to have a program, like China used, where they went village to village and killed every drug addict and drug dealer. Eventually, the Chinese were able to eliminate a large block of worthless, unproductive s___ heads from their population, while greatly improving opportunities for their normal, non-addicted citizens.
