That is as large as many cities! And the only thing he allowed was: * for children to go to school * for them to report crimes without risk of being deported * to go to a hospital for emergency services. As he said at the time that the problem is a problem with the federal gov't, who patrol the borders. In addition, he couldn't get the federal gov't to deport illegals! As prez, he can do things he couldn't do as mayor. When you become mayor, you do not inherit a blank slate. Rudy inherited a city with 400,000 illegal immigrants. That is as large as many cities!
