I don&#039;t know the rules that apply to his particular situation, but in my state - as a former school board member - it was illegal to prevent individuals the right to speak, although we could limit the time allowed.
What was the motion they voted on that prevented him from speaking?  Are the minutes of the City Council on line?  Usually, the minutes of public meetings are required to be available to the public...</description>
