Electronic funds transfers are not new, but the language of President Barack Obama’s America’s Affordable Health Choices Act (HR 3200) makes me concerned about the way they might be used in the future if this bill becomes law.
As explained on lines 4 through 8 of page 59 of the bill, several measures will be implemented “not later than two years after the date of implementation of the X12 Version 5010 transaction standards” (whatever they are). One of those has to do with EFTs and is explained on lines 21 through 24 as follows: “(C) enable electronic funds transfers, in order to allow automated reconciliation with the related health care payment and remittance advice.”
If the bill passes and becomes law, I can’t help but wonder why will it take up to two years to implement the EFT capability that Americans have been using for years — unless, that is, this snippet of legislation is giving the federal government the right to dip into Americans’ bank accounts to collect health care payments as they see fit in a sort of involuntary wealth-redistribution tactic. Hmmm?
